KCC Live remains off-air and in breach

KCC Live has been found in breach of its community radio licence after remaining off air on FM since December 2024.

In Issue 540 of its Broadcast and On Demand Bulletin, Ofcom said MissionNeed Limited failed to provide the licensed service as required under Licence Condition 2(1).

The Knowsley-based station, which serves young people aged 10 to 24, stopped broadcasting on 99.8 FM after losing its premises and transmitter site when the building was due to be demolished. The licensee told Ofcom it had also faced operational and technical difficulties, including loss of access to systems.

Although the station has continued online via its app, Ofcom said providing the licensed FM service is the fundamental purpose of a community radio licence. It noted the service has been off air for a significant period and key steps to resume broadcasting, including securing a transmitter site, were still incomplete at the time of its assessment.

MissionNeed Limited has set out plans to return to FM broadcasting by June 2026. Ofcom said it expects regular updates and will continue to monitor progress but is not proposing further action at this stage.

Separately, Oldskool Jamz Ltd, which operates Old Skool Jamz Radio, was found in breach of Licence Condition 8 after failing to submit required Equity, Diversity and Inclusion data for 2024 to 2025, along with three television channels.
