Ofcom finds Cinque Ports Radio in licence breaches


Ofcom has found Cinque Ports Radio breached two licence conditions linked to its community radio service.

The regulator said the station was not meeting key parts of its character of service requirement during a review of output broadcast between 9th and 15th March 2026.

Cinque Ports Radio serves listeners aged over 40 in the Hythe Bay and Romney Marsh area and is operated by Retrocadia Limited.

Following a complaint, Ofcom requested programme recordings, schedules and details about how the station was meeting its Key Commitments.

After assessing the material provided, Ofcom concluded that most of the output consisted of continuous music with very little speech content.

It identified only one programme, the Business Networking Show, that specifically reflected the target community through coverage of local businesses and events.

Ofcom said this was not enough to demonstrate that the station was serving and offering a voice to people aged over 40 in its licensed area. It also said the majority of content did not make clear who the intended audience was.

The regulator examined concerns about training and studio facilities. While Retrocadia said a new studio project had been delayed and later abandoned, Ofcom noted that the station had access to a building within the coverage area that met the studio location requirement.

Ofcom accepted that training had been provided to two individuals and decided the station was meeting that part of its Key Commitments.

The regulator found Retrocadia in breach of licence conditions 2(1) and 2(4) and said it expects the issues to be addressed immediately. Ofcom added that it will continue to monitor the service.
